I agree with you, and have posted if he is to do an upgrade the OTCQB I think is the way for UNVC to go, but he doesn't even have to do that, several pink sheet tickers trade around $0.25 and up.
All he needs to do is, put out an 8-K or PR with a established merger/partnership DEAL.
That is all it takes, there aren't any cost other than the cost of a PR or 8-K.
