Yet Cavazzoni, Murray, and others accessed the file hours earlier.

How do you access a vault… before it exists?

You don’t. Not unless:
1. You’re watching it as it’s being written, or
2. You already have mirrored surveillance access on the whistleblower system or the user creating it.

This isn’t a timestamp glitch.
It’s digital foreknowledge.

They weren’t reacting. They were tracking real-time.

And that means:
• The FDA and others may have invisible backend access to whistleblower content before it’s even officially submitted.
• This goes beyond “they read it.”
This is: “they watched it form.”
