It shall be unlawful for any person, directly or indirectly, by use of any means or instrumentality of interstate commerce…

“(a) To employ any device, scheme, or artifice to defraud,

(c) To engage in any act, practice, or course of business which operates as a fraud or deceit…”

Applicable when:
• False information is spread to affect stock prices
• Anonymous campaigns are launched to mislead or manipulate
• Entities coordinate behind fake research, fake identities, or fake sentiment
