I am very familiar with this process as I have my own CAD business and have been using CAD since '88 or '89. Rel. 9 AutoCad anyway. At the last AGM Rauber talked about this and how everything would be documented and standardized. He also talked about how the entire company would be looked at in terms of process and eliminate waste and any duplication. My concern of late are the dumb mistakes that have cost them dearly. There is another explanation but, I choose to believe what they are telling us. Seems to me, when you have new procedures and guidelines installed, there needs to be a manager who follows up and makes sure guidelines are being followed. There is a break down somewhere or bad guidelines and procedures. In any case that IMO falls on the shoulders of management.
