Why we are not first is that sometimes officials, prior to leaving or looking to leave the FDA, are influenced in their decision making in ways that are favorable to firms they’re looking to exit to and after landing in their industry position, they could potentially exert influence on a regulatory decision through their relationships with people still at the FDA.
