That would be from nerve damage. Now that they can repair them with stem cells it's possible but may be a little trickier in the brain rather than the spinal column.

The mechanism of action hasn't changed so it hasn't come and gone. In fact they're going to be doing a pre-clinical study in stroke.

I could see psychedelics enhancing the perceived sense of smell (although not the actual sense of smell) but it would do nothing for destroyed neurons.
