Steve oughtta loooooove this! I wonder if the SEC is just opening up a can of worms for CEO's in the OTC world that can't tell the whole truth? This just opens up a platform for half-truths, IMO. We'll see if they actually enforce the rules the same way in which public filings or information on websites is enforced, as they mention in the article.
