If they are in a quiet period they are unable to respond, so they can't be held liable for not responding because they were obeying the rules. And besides that, if it's someone else's mistake, they do not have liability. Any company would have to have someone whose full time job was to search the internet for any possible errors perpetuated anywhere -- an impossible standard.
