No one has to file about ownership until they hit the 5% threshold. It's possible that several different institutions are holding less than 5% each, so no one needs to file.
Someone mentioned that sometimes one source can control several different entities -- for instance, let's pretend that (totally made-up lie) Cathie Wood decides to hold 4.99% of Cydy in each of 3 funds, and some other entity also holds less than 5%. No filing necessary.
But Respert, I'm warning you, if this 19+% is your fund, you need to get the paperwork filed.
