Seeking Official Stance on Reverse Stock Roundup Strategy

Couple of interesting things. This was posted on the r/fidelityinvestments channel..
The op was concerned about getting a lifetime BAN from the broker.
Fidelity was quick to respond...

But yet there were 260,000 accounts that needed a 'round up' when there are approximately 40,000 beneficial owners of the Company’s stock.
Because Fidelity won't let people buy online, is it because they are too busy banning peeps now? 260,000 accounts would be a lot of banning, eh?
But, but, but...
Why would they ban people?
Is buying one share for the sole purpose of up to x200 gains highly illegal?

Maybe too many Backyard Gardners trying to make free money instead of the old fashion way.
