Whether the FDA's action were based on either ignorance, the corruption of a few employees, or an internal mandate to suppress treatments in favor of developing vaccines, they would not be able to withstand serious scrutiny without exposing some very ugly optics. But, we know that there may never be a serious inquiry into their actions during the pandemic.
