I don't agree with you. The solicitation basically asks anyone who is interested to respond -- if they were only asking for companies they would say exactly that.
The FDA reacted badly to shareholders' input, but that was the FDA -- acting anonymously, asserting power because they could, and probably reacting negatively because the accusations were just. The NIAID cannot feel threatened in the same way.
