Interactive Brokers has CYDY on their shortable stocks list:

I have an IB account so can see that there are currently 422,512 shares available to borrow at a fee of 4.67%, which is way down from historical averages, for years the fee was above 20%, so short interest is likely not that high relatively.
I'm pretty sure that the high short percentages shown on otcshortreport.com don't reflect the true short interest because they include shorting done by market makers as part of their daily operations. Their numbers are always going to be too high.
