The final approval of the protocol will include who is running the trial. Cytodyn may have engaged Syneos once the trial design was approved but announced that before the entire protocol including the involvement of Syneos was approved. If so we should hear of protocol approval within 30 days. Everyone wants news now you'll have two announcements for the same price.
