Reversing fibrosis vs “anti-fibrosis activity”

Is it the same or not quite? From my unlearned sense, the former clearly falls in the latter category. But not the other way around. In what I read, Madrigal and external reviews don’t claim that Resmetirom reverses fibrosis, they speak only of moderate “anti-fibrosis activity” which could mean, say, only slowing or stopping the process but not reversing it.
