I haven't tried to follow the hint trail in a while. What's the point when nothing happens after so many, "it's time!" posts? Also, I lost the ambition to look any further after finding the implementation timeline. So I guess I will stay tuned.
This likely (hopefully) is the wrong trail, but this is what I have found.
The National Institute of Mental Health (NIMH) doesn’t directly implement insurance coverage for mental health, but there are general guidelines and steps that can help ensure adequate mental health coverage under various insurance plans.

Timeline and implementation:
The comment period ended on October 17, 2023 and, once finalized, the 2023 Proposed Rule will be effective for group Health Plans on January 1, 2025 and effective for individual Health Plans on January 1, 2026.
