I'm pretty sure Rauber and co. believed John would be able to get the processors working. But they aren't. John's fault. 100%
The SAIC test is a good data point but was only for a very short period of time. So it is fine to say it cost x amount over a few days. The problem is the processors keep breaking down or being 'tweaked'. The addition of the HTF fluid is an admission that the original process is not robust enough.
As I said before, i think John will get it working, but no one knows exactly when. The current uptime of P2 and P1 are the single most important questions of the CC. If nothing is said, take it to mean they have not fixed the problem.
