We are only going into month 4 of 2013, so Allan Harris's target of $13, has a lot of time to come into fruition.  Even if things are looking slower than we all hoped for, we should be in a very different level share price wise in 2-5 months.  In the end, without any other news the market price for CTIX now is about right.  Something more is needed, to lift the price, IMO
