I don't believe anyone would be that stupid to try and take a shot from the water tower and expect to make some type of getaway? The bleachers may have also prevented a professional shot from the water tower but no professional is that stupid to begin with. Wind direction may have played a factor as I believe but not going to check if the wind if at all was blowing towards the tower. I pulled up an another picture and in that the USA flag shows what I just stated but not sure if the picture was taken on the same day but if so that could have helped Trump a tad more.
