As I have explained before
IN MY OPINION the money committed to Rhode Island was only committed to Rhode Island.
Remember the RI Medrecycler was going to be owned by SNPW.
MY GUESS is the company thought that the money would go where ever they decided to put up a Medrecycler.
And turned out not to be the case.
Could be a simple case was that the investor did not want to hold the investment money for another 2 plus years if Medrecycler process had to start over from scratch..
I have no doubt if the money was still available the project would have moved to another state.
