You created an expectation for a response and in the absence of one guilt is associated. This is where you screwed up as a moderator. You failed to understand the impact of your question relating to response/non response. You could have reminded the board of this requirement, not individuals. But you took it a step further, and raised it as a question to specific posters.
As I stated previously, I think you should resign as a moderator. Now suggesting nobody forced a response further implies you have no clue how you screwed this up. You aren’t qualified to be a moderator on how poorly you handled this subject.
