When the Efficacy is recognized...and I suspect that is what Sidley Austin is waiting for in its strategy...perhaps the early November date was to make room for the Hammer looking for the nail...regarding leverage and negotiations.
I am absolutely sure that SA was informed of the probabilities... with regard to time frames etc. from our acknowledged experts in the C-suite and the SAB. Simply making room for the transport of AMMUNItion.
