The issue I ask you to point out are the ones posted in the denial. Any other citizen's concerns not part of the denial are irrelevant as they were not a reason for the denial.
If no new law, and each one of the issues addressed in the denial were rectified to the RI-DEM satisfaction then the project would have been approved, no matter what other concerns the citizens had.
As far as "As stated previously, I feel snpw could have and should have put forth a program educating and promoting this program." It might have helped but I really don't believe it would have changed any anti-medrecyclers minds. (just like proving smoking causes cancer does not stop smokers from smoking)
