The reason for the denial is the new law.
With out the new law EVERY OTHER ISSUE found brought up in the denial could have been addressed by the company.
Instead of just repeating yourself with "The reasons for the denial are clearly stated in their denial letter." please point out one issues that the company would not have had the opportunity to address and rectified.
Remember the RI-DEM intended to approve the SNPW application as written after RI-DEM did it's Final Review of that application Whether vague or not made clear they intended to approve it as is.
That would included Section 2 issues 1, and 3 and an insurance policy could have satisfied issue 2
