The DE has been talking the talking since 2019 which is eerily similar to Daltons talk the talk since 2019..
DE needed many catalysts examples of ( funding support / targeted companies etc etc) to get it going and for at least to send in their application to the SEC for approval
I think most of the groundwork has been completed and the DE is ready to go IMO
We shall see
