I'd suspect, they're searching for the money to advance forward.
Without that, the intrinsic value takes hold, which it appears we're at.
When the $$ is obtained, we move to that start of trial number.
We need that $$ to start the trial and $$ to keep the lights on.
They need to pay the CRO.
Once they issue PR that they've secured CRO & trial is scheduled, watch it triple.
