A slow and steady decline of the US is what TPTB want to convey.
Ships that size don't normally maneuver into or out of that port unless under tug. And they have a harbor pilot take control of the ship in and out of the harbor.
Trains and trucks at the port side docks were in the process of receiving the yearly supply of fertilizer they ship to farms all across the US, which has to be applied in spring to effect crops, otherwise, it's a no plant season and we see food shortages and more inflation.
