It is simple..:
If the goal is to grow and list on a Big Exchange (Nasdaq really only option)
then it would be needed for the right reasons as the current count is unsustainable. (sub 50-100m needed typically with 10-20m being a sweet spot for a small cap)
if the goal is more moderate- such as for a funding vehicle- then you would not want to see one ..
the 3rd option is a buyout/merger..which is not impossible.
the 4th option is a share buyback. which is super unlikely.
prospects are on the improve....
