You could be right, but at the same time if the US government truly beliefs that one day in the near future China is going to claim Taiwan, then it would better to have a source for a more expensive solar panel then no source for solar panels at all.
Need I remind you of Solyndra, the government has no trouble throwing tax dollars at projects that fit their ideology,.
