It's simple math. If you can raise $500k by selling shares and buy back those shares at a lower cost with 50% warrants (I think that's what it is now), then why wouldn't you do it?
I will say this -- it's illegal because the people who are selling their shares to buy back more plus warrants have signed an NDA to participate in the raise which means they're trading with insider information. But that obviously isn't discouraging them from doing it because we've seen this over and over again. This isn't something new. Every time there's a raise, we see a massive dumping of shares. The good news is the sp works its way back up when the volume levels off. I think the only reason it didn't drop today was due to the good news about Dr. Jay becoming the CEO, so there were a lot of buyers.

Who would have warrants at levels lower than the current stock price? I wouldnt sell a loss to buy warrants.
