You misunderstand my post. I'm saying the exact opposite. He has accomplished one or more of his goals, or he would not have been hired as permanent CEO. I am saying that he has made progress toward completing the protocol and getting the hold lifted. As to whether or not progress has been made toward acquiring a partnership, I have no idea.
