We can only judge Dr. Jay by the priorities he outlined in his CC. The two main items were developing the protocol for the trial collaboratively with the FDA and getting the hold lifted.
If he didn't make progress in achieving either one of his priorities, why would the BOD promote him from temporary CEO to permanent CEO? Seems to me that would be totally irresponsible. If they thought he was the man, but he hadn't moved the ball, they had no need to promote him. He could have stayed in his temporary status. As I commented yesterday, there had to be some catalyst for this move. Maybe that progres will be reflected in the next PR.
