It looks like to me that they repriced the exercise price for their previous options. They disposed of the original options with the higher exercise prices and granted new options with a 21 cent exercise price.
Personally, I've never been a fan of repricing options in these circumstances as it is a benefit to the option holder at the expense of the shareholder.
