Premarket is actual trades taking place. Market Makers mostly swapping shares as customer orders push the bid/ask price out of balance, but Interactive Brokers as Generactor said allows for retail before 9:30. I have thought of getting an IB account just for that reason.

After market there are no actual trades taking place, just balancing the books on orders already executed.
