If I am understanding what he wrote, no, it is not what Ohm is saying.

I THINK he is saying that the arbitrator issues a tentative ruling, the parties can kick it around a bit and come back to the arbitrator with thoughts, and THEN the arbitrator makes a final ruling.

I am saying that I do NOT believe there is a tentative ruling first, I believe the arbitrator hears the final hearing of the parties and then renders a FINAL decision with nothing being tentative at any time.
