I think the question being asked is why do the trial sites not have this information? A doctor at the trial site administers the drug, that information (where, when, how much) should be recorded by the administering doctor. The CRO then complies that information from all trial sites. So why is the raw data not available I believe is what Sean was asking but I don't want to speak for him.
