Lots of work! Treaty should hire temp workers or similar to help out with the simpler tasks. IMO they should find the money if necessary i.e. time is money and I continue to wonder how much more time TECO has to fool around.   According to Lee S. they have backers but I assume that is for drilling only and the funding is approved only when the first couple wells start producing.
