Follow-up. By rule 144 Doc could sell 25 million shares in a 3 month period if he wanted to for a total of $250,000. That would be all the TA would let him unrestrict and sell. You can't just call them up and say "Yo, unrestrict all of my 1.4 billion shares for no reason at all."
TAs and the OTC are very strict on share selling without toxic notes with the new rules that have been implemented.
But Doc has never sold shares at all and won't for no reason.
And UNVC has ZERO toxic notes.
Yet somehow he justified with the TA a way to unrestrict 1.4 BILLION shares. 14 million in capital!
Sounds to me like he has some very interesting plans for UNVC!
