Waiting four years for a for a simple administrative records answer. The FOIA has given them an exemption to the rules regarding the "deliberative process exemption". Under house rules, toilet time qualifies as deliberative time at the FDA. They certainly know how to make themselves look guilty of shady dealing. Now they will appeal. Add a few more years to the process.
