You or anyone that has ever purchased property, pending financing does not mean financing has not been secured.
It remains pending until the lender is satisfied all pre-milestones, they set forth are met and signs the check..
As I stated before , it would be illogical for a seller to allow an LOI (for an offer $300,000 less than asking price) based on getting State incentives for over 6 months and take a chance of losing back up offers if the primary buyer did not provide proof that they had the ability to pay.
