Construction financing is only a small part of what is required to go live with a facility. I contend that if snpw had a free paid for facility right now they wouldn’t have resources to go live - to turn on the lights, buy equipment, hire people, train people, etc etc. Where is the capital going to come from for all other key and critical items.

A completely separate discussion is the plan to compete in the marketplace - compete against large established players.
