In my opinion, it's too late to issue any type of dividend before the Nasdaq deadline so I believe that no RS will be needed and news itself will get us where we need to go. Could be news of naked shorts, and other illegal activities as well. By Rory saying "IF NEEDED" and the pause in his voice regarding an RS makes me think something is up but no one knows. It is what it is!
