Today definitely has strange action. It could be due to no liquidity (no one is willing to sell). Essentially the float may be "locked" until sellers can be found.
Or, I suppose, it could be due to market maker manipulation. But what would the advantage be to a market maker not selling any shares?

This generally happens in penny stocks which have no liquidity. When there is a lot of buying pressure & demand for a certain stock, there may be a lot of bids but no one willing to sell these shares. This is why even though the order is placed successfully and is an open order it may not get executed.
Does anyone has an alternative explanation for what is happening today? If so, I would be interested in hearing it.
