I agree about the Startup. STartup is a stage in a project between Commissioning and Completion. It can be complicated for something like a nuclear reactor where they have to bring it through various partial power stages, but for a relatively simple plant like P2O it should be fairly quick, like a matter of weeks or days even. But I disagree about the delays on the fabricated parts. This is what ENgineers do. They design new parts. It is the fabricators job to build the part according to the provided spec and drawings. The fact that it is new has no bearing on anything.
