Just watched the video of the meeting.  Starts at 40:25.  Looks like the City tried to raise the price on the permit at the last minute and got caught.  The engineer girl was uncomfortable talking and kept deflecting and blaming Wood.  If you watch at 43:35, Don said "We are ready to go, we just need the notice to proceed".  Cmon St Cloud, get off your but and issue the permit.
