If the military endorses the nasal spray (as an example) for B in regards to Brilacidin couldn't the FDA use that data to authorize the nasal spray for early onset COVID since that is still a government medical emergency?

I wouldn't be surprised if what you say is law to protect the government from being sued should the drug be found to be hazardous further down the line.
