That's nuts. I ever see something like that out in public, I instantly social distance 200 feet.
First instinct would be to get away from that thing as far as soon as possible. Second sense would be to call LEO (law enforcement officers). Social distance 15 feet with or without covid by nature. Mental illness is prevalent in appearance these days.
