SNPW had a vested interest in Medrecycler-RI when the project was denied after a letter of "intent to approve" by RI-DEM was reversed by RI-DEM citing the alleged illegal targeting law as the main reason for the denial. All other reasons for denial stated were conditions that did not changed since the project was given "intent to approve" after RI-DEM's FINAL REVIEW of the project.application.
SNPW as well as Medirecyler-RI were harm and occurred documented damages (as you pointed out many times) by the reversal of "intent to approve"
SNPW shareholders will benefit if SNPW sues for damages both from lost equipment, past building lease, loss of future earning and if the law that caused the denial is deemed to be illegal, large punitive damages may be awarded to SNPW as well.
