My recollection is the 100 million was from an email copied with permission from Chad.
The 100 thousand units was a number picked out of the air and "developed" on I hump
By those speculating. It went from announcing the perusal of the business ,with no particulars,to a full blown testing by the Army along with a contract in about a days time.
Strictly speculation that was later to be assumed as fact as it was repeated over and over.
