It seemed that CCGC had a conversation with the SEC on the subject of improper use of the NI 43-101. They issued the press release and filed with SEDAR AFTER they had this conversation with the SEC on 10-19-2012.

In fact they had quite a large number of problems having their S-1 approved (it took 7 ammendments) as you can see below. That first upload is a doozy.
